Press Releases — Chilean Government and Grenergy sign an agreement to promote the electrification of vulnerable households in Antofagasta

• The initiative, known as Luz de Antofagasta, will begin with a pilot assessment phase as the first step towards developing a larger-scale project.

September 11, 2026. Chile’s Minister of Energy, Ximena Rincón, and Grenergy’s CEO, David Ruiz de Andrés, have signed a memorandum of understanding to promote the Luz de Antofagasta Project. The initiative aims to expand access to energy for vulnerable households in the region that are not connected to the electricity grid.

The signing took place today in Madrid, coinciding with the Chile Day event. Both will participate next Monday in a panel discussion focused on the outlook for the energy sector and the opportunities Chile offers for the development of new infrastructure.

Luz de Antofagasta

The Luz de Antofagasta Project aims to provide off-grid homes with photovoltaic self-consumption solutions. The initiative seeks to reduce energy access gaps in the region, with a particular focus on municipalities such as Tocopilla and Calama, where a significant share of this need is concentrated.

Under this declaration of intent, Grenergy has committed to funding the first phase of the initiative, which will include a pilot project and a feasibility study to determine the next steps.

The scope of subsequent phases and the number of households that will benefit will depend on the findings of the technical assessment and on the public-private financing model to be established.

The initiative will bring together the capabilities of the Ministry of Energy, the Sustainable Energy Agency and other national and regional public institutions to facilitate the development of the project’s subsequent phases.

Public-private partnership with a positive impact on communities

The initiative follows the inauguration of Elena, Grenergy’s hybrid power plant in Antofagasta and the largest energy storage project in the Americas. The event, held last June, was attended by Chilean President José Antonio Kast and the Minister of Energy.

The inauguration highlighted the importance of ensuring that Chile’s leadership in energy storage also translates into tangible benefits for people and communities. This public-private partnership is a direct result of that commitment.

The initiative forms part of Grenergy’s commitment to generating a positive and lasting social impact in the communities where it operates.

Chile’s Minister for Energy, Ximena Rincón, said: “We are very excited to be here today in Madrid, at Grenergy’s headquarters, to sign this agreement. This is the first project we are going to launch as a government, in partnership with the Sustainability Agency and a private company. When the President entrusts us with the task of solving the problems faced by the people of our country, this project represents both an initial challenge and an opportunity to demonstrate that we are capable of offering concrete solutions to those people, and this marks a fantastic start in that regard, so we are very pleased.”
